What is Retrofit?

The UK’s Retrofit strategy is a comprehensive plan aimed at making existing homes greener and more energy efficient. The National Retrofit Strategy (NRS), published by the Construction Leadership Council, serves as a twenty-year blueprint for how the construction industry can collaborate with the Government to retrofit the UK’s 28 million existing homes.

PAS 2035 is a British standard that ensures the correct implementation of energy-saving measures, taking into account the current condition of the property and the target efficiency.

Funding

There are various government-funded schemes, along with funding from energy suppliers or local authorities. Fuel poverty is a key issue the government is addressing, with schemes available for private homeowners, private tenants, as well as social housing.

These funding streams are designed to help achieve the net-zero agenda, stimulate all aspects of the market, and address resource challenges. They also aim to improve the energy performance of homes, support clean growth, tackle fuel poverty by reducing fuel bills, and support economic resilience and green jobs.

Eligibility criteria do apply to all grants and schemes, so before committing, it is best to check whether you are eligible for funding from specific schemes with the appropriate authority or organization.

What is a Retrofit Assessment?

To begin the process, a property must undergo a Retrofit Assessment to PAS 2035 standards. This assessment helps identify what measures are required to improve efficiency. The assessment involves surveying the entire house, including the condition, occupancy, and ventilation present in the property. The assessment uses a ‘fabric-first approach,’ meaning, where possible, the fabric of the property (roof, walls, floor, windows, and doors) is insulated/upgraded so that the size of the heat source (e.g., boiler) in the property can be reduced, thus reducing fuel usage, fuel cost, and carbon emissions.

Once the Retrofit Assessment is complete, it is ready to have an improvement plan produced by a qualified Retrofit Coordinator.

What is Coordination?

To carry out Retrofit Coordination, a Level 5 Diploma in Retrofit Coordination and Risk Management is mandatory. The Retrofit Coordinator is responsible for project managing all retrofit projects, ensuring compliance with procurement, specification, and delivery of the measures. Coordinators also produce Improvement Option Evaluations and Medium-term plans for each property during the process and sign off for each dwelling once it complies with PAS 2035 standards. They are also responsible for lodging each retrofit property with TrustMark (Government Endorsed Quality scheme), demonstrating compliance with PAS standards to ensure sufficient customer protection.

What is a Post Install EPC?

To verify that the measures installed have been effective in lowering energy usage, an EPC must be completed. This is a scheme that generates an energy rating to show the energy efficiency of a building.
